To the question above, honda's do not have fan belts.Response to original question: Make sure the belt on your ac/power steering/ and alternator is not too lose which causes the belt to slip on the pulley. If it's too tight it will be making a whining sound.

I have never heard of a Civic that can rev up to 15,000rpm. My Civic Si can only go up to 7,800rpm. I want to modify my car like yours, to go up to 15,000rpm.But if you mean 1,500rpm, it could be the power steering belt.
