Default Windshield wiper problem

Hey guys, I'm hoping someone can help me out here. I bout a 2004 Civic EX sedan about a year and a half ago, and within the last few months, I've noticed that when it's raining and I'm hitting the gas, the windshield wipers slow down dramatically to the point where the highest speed is no faster than the low speed. When I take my foot off the gas to coast, then the wipers go back to their normal speed. When I'm on the highway, they're very slow again when I'm hitting the gas, but as soon as I reach the 60 mph or faster mark, they start working perfectly fine again. Does anyone have a clue?
