Default 1994 Speedometer Problem

I have a manual 1994 Honda Civic DX and the speedometer has started to act strange. It will register 0mph some of the time, flip around some of the time, and work normally most of the time. It seems like most of the problems happen after starting up. After driving around for a bit, it works normally. It hasn't been happening long enough that I'm sure of this is always the pattern.

The odometer still seems to work and there aren't any engine lights.

Is this maybe a problem with the vehicle speed sensor, or maybe with the speedometer itself, or something else?

The spedo cable might need lubrication. This was a common problem on older Hondas. My '81, my '85 and my current '88 all had/have noise coming from the speedo, but still work normally.
