Angry 88 Accord LXi flooded

A couple of months ago a large tropical storm flooded my driveway. The water was high enough that the floorboards of my car were soaked. Needless to say, the car would not start afterwards.

At first, it would try to turn over but just couldn't quite get there. Also, the engine fans would continue to run even when the car was not started, forcing me to disconnect the battery to keep it from being drained.
Now, after it's had a couple months to dry out, it just clicks and does nothing when I try to start the car.

So far I've done the following: checked all the fuses to make sure none were burned out (none were). Replaced the battery (still no help). Let the car dry out over two months in hopes it was just a wet starter (nope, that didn't work). And finally, after talking to a mechanic friend, took out this computer circuit board thingy in a metal box located under the drivers seat and dried it out to see if it would help (it didn't).

Right now I'm just trying to locate a new or used circuit board box thingy I mentioned above (model # CY-EH1701A) to see if that's what it needs, but I was wondering if anybody here could tell me what else I might try, especially if it saves me time and $ before I waste both on dead ends. Any ideas? Anybody else ran into this dilema before? I greatly appreicate any insight you could give me! Thanks!!!
