my car will only run if the check engine light in on, it is a 94 honda accord, the only problem that i am aware of is a broken o2 sensor, the car will get to 1.5 rpm and then just drop but stay on and it will no go over 20mphs

Start by fixing the O2 sensor. A faulty one will make your car stall out.

Get a diagnostic

If it is the primary O2 sensor, which from your description it is, then it needs to be replaced as soon as possible. Your ECU relies on that o2 sensor to properly maintain air/fuel ratio. Without it, your car's ECU is lost, doesn't know what to do, and puts your car into "limp" mode, which is why you cannot go over a certain RPM and your car will not go over a certain speed. This mode is designed to get you home if there is a major problem with your vehicle. As soon as you replace that sensor, everything should go back to normal after a ECU reset. replace the 02 sensor and then get back.
