Default Cooling Problem

I have a '93 Honda Civic, I change the thermostat about a month ago and I noticed the gauge wasn't going all the way to normal operating temperature. So I change the cooling and fan sensor which did nothing. Later, I noticed the lower hose which holds the thermostat does not warm up at all when I drive the car, so I took the cap off and some air come out, eventually the lower hose got hot; nonetheless, every time I drive the car I have the same problem. Any suggestions? Thanks
