Default Weird Noise / DRL

I have a 2002 Civic... and I am having a problem with a noise that comes on when the DRL is on... and then disappears when the lights are switched on. Below are more details about it:

When the key is put into the ignition and either the Civic is started or turned on... that the day-time running lights automatically turns on. The passenger side headlight does not turn on though, while the drivers side does. At the same time, there is a buzz that seems to come from behind the glove compartment. But when the lights are switched from DRL to ON... that the noise disappears... and both headlights work! I tried changing the bulbs, and have the same result... and I highly doubt that a bad bulb is making that sound.

Any ideas ?
