Default Driver's Electric Window 1999 Civic "EX"

Problem: Window rolls up approximately .250 from top then stops, but has a ratcheting sound when it stops as though a gear is worn. Question: Is it the gear in the motor or something screwed up with the Regulator?

Thanks for any advice or input

I too have this problem, anyone have a fix? I'd like to fix it before the wet weather begins
