Default 1999 Honda Civic Ventilation Problem

As of 4-5-08, my vents are constantly running even with my vent control is turned off. If I turn my vent control all the way to the right, the air comes out faster. I've pulled the knob off and turned it all the way to the left and it still remains on. This occurs when I turn the car on and just sit and idle. Need some assistance please.
