Default Brakes sort of "pulsing" on 99 Honda Civic?

I have a 1999 Honda Civic and the brake pads are in great shape, but sometimes when I brake, there's a slight pulsing feeling, like a gentle jerking forward of the car. Once I come to a complete stop, it's totally fine, but while I'm braking, it just sort of shudders slightly. What could this mean?

Your brake rotors are warped. It happens. They can turn them and make them perfectly balanced and straight again for a nominal fee. It happens and is nothing to be worried about.

could be warped rotors, or you could be feeling the ABS system...have the brakes checked, and possiblt get a new set of pads/rotors (usually better to buy new than turn the rotors, they are not much more expensive, and it's peace of mind...

its probably your rotors, take them and have them turned down, or buy new ones.

front disc brakes or rear drums could be warped, or the drums may not be central to the pads. get it checked. =)
