Default Timing belt tension?

1998 Honda Civic EX 1.6L SOHC 140,000mi.

Can anyone help me understand the correct tension for the timing belt. I've got the belt back on (after replacing the timing belt, water pump, crankshaft seal) but want to set the tension before I put the cover and accessory belts back on. Is there indeed a somewhat scientific way of setting the tension? The manual I have says to set the correct tension after turning the crankshaft over a few times to get the belt aligned properly on all of the pulleys, but doesn't give any explanation as to what/how that is. It does say to snug the tensioner pulley bolt down, turn the crankshaft a few times to align the belt, then loosen the timing belt tensioner pulley bolt 1/2 turn (i think), and finally set the tension.

Is there a way of measuring the tension, similar to measuring the slack in the accessory (compressor, p.s., alternator) belts with a straight edge and ruler, that is a commonly accepted method?

After all this work, I really want to makes sure I have the tension set correctly so I don't prematurely ruin this brand new belt and waste lots of time/money.

Your advice would be greatly appreciated!
