I turn the wheel the slightest bit to make a turn and "EEEEEEEHHHH". My old car was a 1990 Accord, and I was looking at "Trouble spots" on some page (originally went to that page to find the curb weight - killed two birds with one stone), and it said a squeaky steering wheel. It said to check the power steering fluid, and if that didn't solve it, to replace the right-side end seal on the steering rack.I'm just wondering if it's the same procedure for a Civic as it is for an Accord?

Anytime a steering wheel is squeaky for any car it always has to do with the power steering. It can low on fluid or needs the joints, seals lubricated or replace. Get it check out. The longer you wait the more it can cause premature wear to other parts.

I had the same problem when I drove my Old Honda Pilot in the winter. You should check power steering fluid level especially when it is low in your car. Its kind of like a service reminder that is programmed by Honda, and it seems that the clutch master cylinder has developed an internal leak allowing the pressure to flow back into the reservoir. Checking the clutch master cylinder maybe the answer to fix your problem. Goodluck
