Default Speed up and down

Hello,
Sir , i have problem with my honda accord,1995,4cylender.The problem is when i start my car its fine for few mins. Then after it race i mean idle go up and down like its breathing hard like if someone go for long walk and breath hard.If i put in drive no problem, if i put back in park and again accelator i mean race go slow and fast, if i go downhill in neutral no prblem,someone say may be idel motor someone says idle sencor but noone sure wat ll be the problem, Thanks in advace sir.
