Default urgent question on timming belt and timming adj

I had by timming belt replaced on my honda 2000 accord and since then I have noticed my gas millage as not as good as before I had it replaced and the car seems a little less peppy so mybe this is is a countenance something else.

The honda dealer who did the work said that the timming belt has notiches and can only be be installed one way and there is no timming adjustment like in the old cars where you had to use a timming light and rotate the distributor to see where the notche is on the pully wheel was. IS THIS TRUE OR IS THE DEALER LYING TO ME. How is the timming adjusted on a honda accord 2000.

Could my decrease in gasmillage be due to dirty fuel injectors and not the engine mistimmed. The car has 25,000 miles on it but because it was 8 yrs old I followed the dealer recommendations to change the timming belt due to age. I have never used fuel injector cleaner also. I did 270 miles on 12 gallons of gas which was 3/4 highway deivinf and 1/2 locak drving.
