Default 91 Accord Transmission Flare

I am having a problem with my trans were it will flare a few hundred RPM when I'm driving on the highway it eventually goes away after some time. It only seems to happen at a range of speeds between 50-70 mph, and only seems to happen after cold starts. If I let the car sit and warm up for 5 min it seems not to flare. Otherwise the transmission seems to work fine and shifts without any flare.

I have had my transmission recently rebuilt, and a new torque converter installed and the shop "did not notice the flare" when they fixed slipping problems. I have taken it back to them a few times and they "never" seem to be able to replicate the flares. Thus I'm a little hesitant to take it back to them another time even thought they are part of the Automatic Transmission Rebuilders Association.

The s/sports light is not flashing so no codes, thus I assume the trans itself is ok, but I'm not a mechanic.

I thought it might be the lock-up solenoid since it just happened at high speeds so I swapped it out with one from a junk yard and no change. I also measured the resistance of both my old and salvaged lock-up solenoid as in the Honda shop manual and both were within the recommended specs. I have also gotten the solenoid to activate directly from the battery. So I assume that lock-up solenoid is not my problem, but again I'm not a mechanic

At this point I'm stumped...
I thought I'd see if anyone else had this problem before before I head over to the Honda dealer.
