Exclamation Consumption 211% HELP!!! My NEW Civic is thirsty like an elephant!!!

I just bought a Honda Civic DX-G 2006, 49500 km (30750 miles) and I am stoned. Well, I am in Canada, yes, is winter here, and I would give you some more reason why my car is consuming…A LOT OF GAS. But, for God sake I wouldn’t ever accept that 17,32 liters by 100km (13,5 mi per gallon) is a normal consumption. Why did I buy a Honda, if not for fuel economy?!?!!
I give you all the data, please give me any answer you can but…not that is normal as the Honda dealer gave me.
So I’m driving moderately, not like an 80 years old man and neither like a Porsche owner.
I live on a hill…a moderate hill and I ride only short in-town trips, like 4-8 km, stop-lights like in a residential zone but almost never happened to drive bumper in bumper . On the site Honda announce 5.7 highway (41.25 mi/ gallon) and…8.2 city consumption (28.67 mi/ gallon). Of course I know is not by the book, I know it depends on my driving stile , I know there are many reasons, all those were told me about…65766785 times… BUT, please agree with me that any reasons together couldn’t raise my consumption to…211.2% !!! I compared the city consumptions, the theory one with mine and is …211.2% more… (more than double).

Please help me !!! If you can explain me why, or, if you had some problems and you can give me a solution would be great!!! But also, I would need some help how to convince the Honda dealer or Honda itself that is something wrong with my car and what legal/administrative path I should take to make them understand, accept that there is the problem, identify the problem and repair it, as I have the complete warranty, I’m in 3years/60000km.

They checked air filters (new), sparks, a few other thinks but they said they couldn’t find any problem.
Also at idle, the engine gives a smooth trembling, that, by myself, is quite common in 150000 km engines like my ex-Chrysler Intrepid 98. A little un-common in a 50000km, 2006-produced Honda engine, isn’t it?

You don't get good FE from short trips because the car is running rich from warming up still. Plus it's cold weather.

Check Cleanmpg.com and Gassavers.org for more mpg help.
