if its only on the one side it could be a problem with the fuse, with an open circuit, the socket or with the new bulb. Since the bulb is the easiest, start by switching the bulb from the other side and see if the high beam works. It does happen where you can get a new bulb that is bad out of the box.there is a separate 10 amp fuse for the right high beam in the under dash fuse panel. check that first.the ground should be a black wire from the bulb connector to the metal at the front of the car. if the wire is loose or corroded it can cause the light not to work.you'll also want to check inside the connector for rust or corrosion that would cause an open circuit.you can use an inexpensive test light at the connector to see if you have power to the socket with the high beams on. If you have power to the socket, check the output on the ground side. If the test light lights then the problem is with the ground. If the test light doesn't light and the bulb doesn't work the problem is with the socket.the headlamp switch is ok if the other high beam works.hope that helps

Open your dashboard fusebox and look behind the panel for your 10 amp fuse for your high beam. Pull or use a fuse holder to pull out and inspect the fuse.If it has an open or is burned, buy a new replacement. If you're not sure, use a multimeter and measure the ohms on both ends of the fuse. If there is continuity (very small resistance), then your fuse is good.If your fuse is good, disconnect the wire harness to your right head light. There are 3 terminals on the wire harness, 1 for the ground, 1 for low beam, and 1 for high beam. Turn on your high beam and use your multimeter to measure the voltage across ground and high beam terminal for 12 voltage. (use a Honda Civic Service manual for wiring details)If there is no voltage, double-check the measuring points you've used before considering that you have some wiring problems related with your high beam.Otherwise, if you measure 12v across ground and high beam terminals, then the bulb you are using is bad. Replace it and see if this solves your problem.Good luck!

I'm also having issues with my high beam (left side). I thought it was a messed up wire and have tested it. It has 12 V power to it while not in use but under a power load (when high beam is turned on) the voltage drops to 3 ish. I will try what you guys are saying and check for a separate fuse to the light. If that's not it then I will continue to trace the wire all the way to the switch.
