Default Why is the parking brake on my 98 Civic stuck?

It was only 9 degrees outside today, thought it might have had something to do with it. I think the cable may have snapped or siezed. Either way, how do I disengage the brake? I gotta get it moved tomorrow. Help!

Probably frozen. Most people do not putting their parking brake on in freezing weather for exactly this reason. You will need to wait for it to thaw or have it towed to a warm garage
