Default 1988 Accord choke adjustment

I have a 1988 Accord that runs roughly when it is cold. After it warms up it runs fine. It is also prone to flooding when cold.

Here are some observations:
- I cleaned all the linkages and the choke plate moves freely.
- When the engine is warm the choke is fully open.
- When the engine is cold the choke is fully closed.
- When I spray carb cleaner around the choke spring and vacuum assembly the engine stutters.
- I believe there is a vacuum pull-off on this carb, but do not have a way to test it.

One thing I would like to try is reducing the cold choke tension. However the adjustment plate seems to be riveted in place. Is there a way to adjust the choke spring tension?

Any other ideas on what to do?
