debugging fuel gauge/sending unit problem

Here's my problem: After replacing the instrument cluster (it was stolen) on my 1994 Civic EX, the fuel gauge stopped working (it always reads 'full'). First I replaced the fuel/temp gauge in the cluster, but the problem is still happening. My next thought was the sending unit, so I checked that. Here's were things get weird: The Honda service manual says that the voltage at the 3P plug that connects to the sending unit should be between 5V and 8V (pg. 23-143) when the ignition is on. I am reading battery voltage (13.5V). I checked the wires for breaks and they are fine. I also measured the resistance of the sending unit and it appears to be within normal range (5 ohms or so when the tank is full).
Does anyone have any ideas what could cause this? Is there any way that a problem with the cluster itself (as opposed to just the fuel gauge) be the culprit?
Any help would be GREATLY appreciated; I'm tearing my hair out here!
