Default 06 Civic Ride Height

I just bought a 06 Civic EX. I need to know how to tell if it has been lowered. If I measure from the ground to the bottom of my fender opening above the front tire I get 25 1/2" . Is this stock? I'm wondering because to me this thing rides like crap. The factory 16" wheels have been replaced with 17" 205/50/17 so I am sure that isn't helping. I bought it for the MPG I am getting too old to get beat to death on my ride to work.
