don't know exactly what you mean by sputters out and has a loss of power but the first and most obvious cause would be a restricted fuel filter. When was the last time the fuel filter was changed?beyond the fuel filter, there are the basic tune-up items, ignition components like the distributor cap, wires, rotor, spark plugs etc. when were they last changed?if you want to give us more information it could help--when does it happen--all times, only when cold, only when hot? is the problem evident at idle? on acceleration? when cruising? on deceleration? does the tach fluctuate or stay steady when the car is chugging? what is the vehicle speed when the problem occurs? what is the engine temperature? the more information you give us the more of a chance we can help you
