cheap mods? full cat back exhaust...weight reduction (strip out seats/spare tire) ... cold air intake. what i would recommend is an engine swap which you can do for about 2000.

CAT-BACK EXHAUST , COLD AIR INTAKE, HIGH- VOLUME FUEL PUMP, BIGGER FUEL INJECTORS, COMPUTER CHIP, HOTTER IGNITION =200HSPR , ONLY $1800. STRUTT STIFFENERS , URETHANE BUSHINGS, HEAVY ANTI-SWAY BARS WOULD BE A GOOD IDEA TO KEEP IT ON THE ROAD. GOOD LOW PROFILE RIMS AND TIRES HELP HANDLING TOO.

AROUND THE INTAKE SYSTEM THERE'S THINGS YOU CAN DO TO MAKE MORE AIR GET IN THE MORE AIR THAT BLOWS IN THERE THE FASTER YOUR CAR GOES AND THAT WONT COST YOU MUCH IT MAY NOT COST YOU ANYTHING IF YOU KNOW WHAT YOUR DOING,PLUS YOU CAN TRY DIFFERENT OILS AND YOUR FUEL VALVES

cold air intake (adds about 10-15 horsepower) Put a full exhaust from the headers back, Bigger and better fuel injectors, Turbo always works but you need to make sure you have the proper parts on your car to run turbo. Hell i'd change the motor all together.

Intake and a header is a start. Then you can get intake manifold, throttle body and some cams. I would not think about getting a motor swap unless your car has crap load of miles on it.

Intake + HeadersSince you have the exhaust, you aren't getting anywhere, since the headers and intake are still stock. All you get is the loud fart sound. After that, perhaps a bigger throttle body, and intake manifold. Also a lightened flywheel and upgraded clutch will give you a nice amount of torque.
