Default Fidanza flywheel install hangup

96 d16 manual, just got the flywheel today and it has some play when i finger tight the stock bolts into the crank with new flywheel. I rotate it about 1* around the crank axis. Stock flywheel is really tight on the crank. Anyone else ever experience this? I have the right part #191161. I am waiting from fidanza for the measurements to see if their machine messed up.
