Default my car is destroying itself!

so my 94 aord was making a lot of noise and i figured it was the timing belt so i take everything apart and the timing belt looks new but the crank puley is rubbing right through the timing belt cover which is tearing the belt. the belt has cut through some of the cover also.

is there a spacer or bearing or seal or something missing that would make the crank pulley sit out a bit further so its not rubbing the timing belt cover? i dont want to replace the belt to have it happen again...
