I drive a 1997 Honda Accord and the wheel is locked and the key won't fit in the whole way. I've jiggled it bunches and put the gears in neutral and nothing unlocks the wheel for me to start the engine. This is a new problem.

Give it a shot of WD-40. You may have to use something to hold the opening open. Sounds like one of the pins is stuck if the key won't go all the way in. Don't try to turn it so hard that you break the key in the lock. Also, don't try to force the key into the lock. I would try WD-40 and a hairdryer. Just to warm it a bit. But, in the end, call a locksmith before you damage it further.
