does every honda prelude comes with a h22 engine stock ? or do you have to buy the engine apart from the one you have ?

The H22 engine comes in every prelude made from 1997-2001. Before that there was either an F22 or a B series engine depending on year, so if yours us older than 97 and the previous owner did not already do the H22 swap, then you will have to do it yourself. But if it is 97 or newer, it has the engine already.

1992-1996S model-SOHC F22A1 engine, 135 hp@ 5200 rpm, 142 ft·lb@ 4000 rpm. Vtec model-dohc Vtec H22a1, 190 hp@ 6800 rpm, 158 ft·lbs@ 5500 rpm.Si-dohc H23A1, 160 hp@ 5800 rpm, 156 ft·lbs@ 5300 rpm1997-2001all models had an H22A4 in them which had 195 hp@7000 rpm and 156 ft lbs@ 5250 rpm from 1997 to 1999.2000 to 2001 the H22 went up to 200hp@7000 rpm, and 156 ft lbs@5250rpms and i think they renamed it the H22A5, but i cant quite recall...

If it is a prelude from 1997-2001, then yes, all of them come with it. The prelude from 1997-1999 comes with 195HP and the 2000-2001 was slighty tuned to give 5 extra HP at 200HP. That is there only engine option.
