depends on where they are and what they do.any part that effects the operation of the engine (like pistons, valves, cams, manifolds, intake and components etc) alters the requirements of an engine. with some of these the standard engine management system can handle it and all ok. but once those parameters are gone past, its time to see a tuner.this level is different for all engines, if you dont know, see a tuner anyway

if you know how or want to pay someone who does, you would see a better gain in hp, but it isnt necessary.... not many people have that option and nothing stopped them

Intake, exhaust and header do not need to be tuned. If you put in an aftermarket cam(s), higher compression pistons, or go forced induction; then yes you will need to get it tuned.

you dont tune your ecu you get it chiped or replaced once you have done changes to the engine.Then again it all depends upon what changes you have done, other wise small changes to engine dont require ecu upgrade.
