cold are intake, set of plugs and wires, high output distributor, small stuff like that could improve performance. I always start out with a muffler to improve the exhaust flow. Also you could go to the local junkyard and find a set of bigger wheels from another car to improve the handling and also give it that stock appearance. If you don't already have aluminum wheels that will lighten the car.

If the car has a lot of miles on it, and struts, brakes, springs , bushings, and body etc. are not in excellent condition, you are flushing money down the crapper. If the engine has low miles or has been rebuilt, and everything else has been recoditioned or replaced, go for it. Gamerdudes advice is a good place to start.
