Could be a problem with the wiring or the connector... Otherwise, it could be a bad filament in the lamp and you'll need to replace 'em with new ones....another possibility might be to check your fuses -- there were separate fuses for the regular and high-beam lights in my '88 Accord and my '97 Accord... I'd expect to find somthing similar on a Civic.

"You drive a 95 thats the problem" WEAK hater new hondas suck! anyways same thing happened to me.. on my 96 civic i replaced the bulb nothing replaced the wiring nothing, i was so confused when all it was the fuse replaced the fuse good as new
