I used to have a problem with my 91' accord where the seatbelt would sometimes get stuck in the first few inches of travel when you opened the door to get out, and it would tighten up and feel like it was pinning you to the seat, but a simple release with the red button usually got the motor to move again and i reattached the belt. If there is no movement, I hate to tell you, but your seatbelt electric motor is probably shot. You'll have to remove the plastic molding on the b-pillar (the pillar separating your front and passenger door if you have a 4 door) and at the very bottom is the motor. I wouldn't try to go for a new one, find a use one, they're cheap (probably 40 bucks) and it should be a relatively easy and quick fix, give yourself 3 hours or so to get the panels off and unscrew the motor and undo the electrical harness and reattached your new (ish) one. Or get the part and take it to mechanic so you know it's done right or they have to fix it again. Also, you could check your fuse box if you can find out which fuse supplies the electric motors with power and see if you've just blown a simple cheap fuse which'll take you all of 1 minute and $2. Check under the steering column first, then inside the engine bay if you can't find it then.
