The cruise control on your car needs to be engaged to operate and will not work unless you set it to do so. Even when it is set it will not engage under 25 mph, so you cruise control has nothing to do with your problem and unplugging it would not have any effect. If you have a lack of power that feels as though the car is 'holding back' on acceleration and not shifting then you need to look towards the catalytic converter. A restricted exhaust system won't allow the burnt gasses out of the engine and cause that type of problem. You may hear a throaty roar as your driving because the spent gasses are being exhausted through the intake. The engine wll typically rev well in neutral or park but when you put it in gear it takes forever to pick up speed.an engine vacuum test will tell you if the exhaust is restricted.other than that, contaminated fuel or low fuel pressure or old gas can cause the same thing as could an ignition coil that is breaking downThe question is was this happening before you changed the rrelay or not? If it was happening before then you'll need to look towards the exhaust. If it happened after and the only thing that changed is the relay then you may have a bad relay or the wrong relay. I can't answer that for you but if it was okay before and not after and the relay was the only thing that changed then take the part back and either get the right one or another one. If the condition was there before and that's why you changed the relay then obviously the relay didn't fix it and you'll have to diagnose it further.hope that helps
