Default I was unable to smog check my 1997 honda civic due to no communication from the car's

computer to the? smog check equipment connection by the fuse box. I was told that there is no power running to the connection next to the fuse box.

just a hunch, check to make sure your lighter element/socket is working, i know that happens on gm's.............its what powers up the portable scan tool................
