the EX and Si models both have DOHC VTEC in them.

Well most are partly correct. The 1996-2000 Civic EX was offered with the D16Y8 which has the SOHC VTEC, and in 1999-2000 the Civic SI had the B16A DOHC VTEC.

Civics have been using VTEC since the 1992 Civic Si 3 door hatchback and EX 4 door.
