But when i just put the clutch in, turn it off, then back on again, its back where it should be. I thought it was faulty wiring or a bad sensor but i had them looked at and it wasnt. Ideas?

Depending on the year and motor, it will more than likely be the distributor. More common in early 90 models, the distributor plays a big role in RPM control. Most shops charge a decent price to check it, and the actual work is fairly straight forward. The part can range anywhere from $150 to $450 depending on the type u have.
