The highbeam switch is probaly bad. I have seen however, both low beam lights blown at the same time.

You need new bulbs easy as that! Or you may need a new switch but go for the bulbs first and if that dosen't work go to a mechanic! Since the bulbs would be chaper and they would need to be replaced some time!

Just like people have allready said it could be just the bulbs need replaced, but I would suggest before you spend the money on new light bulbs check your fuse box, I am allmost positive that the driving lights and regular head lights are on two seperate fuses. If thats not it be sure to check your wiring from the switch to the head lights, I had a 1988 Civic Dx Hatchy and my wires burned behind my dashboard, it took a little while to remove all of the wires and replace them but it was a lot cheaper to do it myself then have a mechanic do it. But thats more like a worse case scenario situation, well I hope this has helped you. Good luck with your headlights.
