1. my civic has 130,000 miles2. the water pump and belts have just been replaced3. the sound is like a whistle/whine and it makes it when i rev or drive above 2 rpms4. its not my brakes5. it sounds like its on the passenger side6. can it be a vaccum leak7. a exhaust pipe leak8. how can i test to find this problem9. i have a automatic trans

go to honda service center.. im sure it will help a lot

Sounds like a loose belt. Makes sure none of your belt deflect more than a centimeter, if they do, they are too loose and you'll have to tighten them.
