You have a bearing going in the alternator, smog pump or maybe the air conditioner pump..When the car is shut off try to wiggle the pulleys with your hand or look for any metal shavings that might be coming off.

It's most likely [99.999999999%] a bearing, probably the water bearing. Can cause MAJOR PROBLEMS if not changed soon.... =]

well in a 2003 civic the water pump is going to be ob the driver side...so you can probably rule that out. The wheel bearings are notorious for going out on those cars. drive it down the street and turn the steering wheel to the left and right and see if the noise gets louder one way and quieter the other way.

Its not a water pump bearing. Does the noise happen when the car is moving or only at a stop? If its only when the car is moving such as backing out of a driveway then the noise is from the wear sensors on your brake pads. Almost everyone who hears the wear sensors contacting the rotors describes the noise as you do. if it happens when the car is parked then either a drive belt is glazed or more likely the belt tensioner has a bad bearing. Its really unusual for the belts on Hondas to need attention unless you're over 100k. At 110k the timing belt, water pump and drive belts are to be replaced according to the maintenance schedule. My guess is your front brakes are worn down to the wear sensorshope that helps

i have the same sound, if it has the same sound and ticking when you are stopped, with your clutch out, but when you push your clutch in it stops, mine is an inputshaft bearing on the transmission, depending on what your car has for transmission, that could also be it
