Default Do you have to take off the bumper when putting in aftermarket headlight housings on a 2000 accord?

We took out all the screws and now they still won't come out. Did we just miss one somewhere? Please, anyone who has put aftermarket light housings on this model, help!!

i used to have a 2001 civic and i know to change the headlight housing on those you had to remove the bumper to get to some screws/bolts on the bottom. its probably the same for an accord
