Yes D16Y8 is a SOHC vtec you notice it by where the number 1 header runner and tranny meets theres the engine code or where the head is there should be vtec solind green by the dizzy. and the valve cover dosnet have to say vtec to have vtec

The 96-98 Civic EX doesn't say VTEC however it does have VTEC inside the engine.
