OK for 16K you can buy a stock RSX type-s, a heavier accord or a 99-00 civic SI. The RSX will pretty much be your whole budget, the Accord isn't supported the way it should be in the aftermarket, and the SI can be got for around $7,000. You can then turbo it for about $4,000 and get the other necessary "goodies" and have a 350-400 HP street monster. AND STILL BE UNDER $16,000.
