Thats pretty good, but im guessing your getting the V4 not the V6 right? Anyway...If you were considering getting the civic, dont. The accord is bigger, faster and nicer. They're many diff. between the accord and civic. One is that there entirely two diff. cars. They both use the K engine from honda. the civic has a 1.8L while the accord has a 2.4L (both i-VTEC) The civic is smaller, more fuel efficent and a little lighter. The accord is roomier, nicer, faster, bigger engine etc. And yes, the Accord is a great car for a 16 year old. =)

21,000 is a pretty good price for a 2007 accord. they are very reliable cars that will accelerate when you need them to and with the gas mileage, it's pretty indisputable that this car is by far one of the best choices for a daily driver car. for a 16 year old? it seems a little too good to be honest haha but yeah, if you are the 16 year old, i wouldn't recommend the civic unless you want to step up to the SI. the other civics are too sluggish when you need to merge with traffic and whatnot. yeah they are simple and gas efficient, but if you have a heavy foot, and a need for speed, get the accord.
