Default 1994 civic EX (V-tech) won't start. Plugs, wires, etc are new but it won't turn over. Any ideas?

I hear the fuel pump humming through the gas tank but I don't think the engine is getting any fuel. How many fuel filters on this car? Where are they?

The fuel filter is on the firewall (under the hood) near the battery. It is round and black and has 2 lines going into it. If you follow the line from this filter to the fuel rail, you can loosen the 17mm nut (dont remove it) and turn the key to the ON position. If fuel comes out (maybe 1/2 a cup) then you most likely are getting fuel and no spark. If no fuel or just a few drops come out I would replace the filter and check your main relay. If you find you have no spark at the plugs, either your coil or igintor (both in the distributor) are faulty. could be computer or mechanical problems but start with this common stuff first!
