Default Help, 94 honda accord has speedometer, surging issues wife is mad, HELP

I have a 1994 accord and my speedometer quit, D4 light flashing and when you are slowing down it surges between gears. I changed the tcm but now the speedometer works and the D4 light stays on until you have traveled about about 10 miles and then it starts over with the flashing and no speedometer. When I got this car it appeared the the AC has been leaking into the floor board for some time and water has been on the computer units also. I got that problem solved by cleaning the drain line out. Anybody have a clue with this issue.
