It's a choice. Mainly Toyota's and Honda's have the option of getting gold or silver badges. The Camry also had a dark gray available once on it's SE trim. Mostly any other car can get gold badges but as an aftermarket modification.

If you go to Honda's USA Home page and choose to build on any of Honda's models (except S2000, Civic and Fit cars and Pilot, CRV, and Element SUVs), a option in the "Exterior" section has a Gold badging option for between $59-$132 (depending on model: Accord the cheapest, Ridgeline the most expensive) as a separate accessory (no need for most expensive package). Many people want that accessory to make the car look more "expensive" despite costing only less than $30,000.

"Gold Package" just a way to make $$$$ off from some cheap gold plated emblems. This used to be in demand years ago, but not anymore since so many people are dedicated to customizing their cars with rims, tint, spoilers, etc. The "gold package" simply doesn't match their shiney silver rims.Also, another negative is that within time, the gold peels off and it looks terrible.
