will not open? The key does not unlock the window and the power locks won't operate the window either. There is no access from the inside to the locking mechanism. Any suggestions?

Take the car back to the facility that repaired/replaced the window. Clearly an electrical harness was not reconnected. Hopefully you had this repair done at a Honda dealer by a factory trained electrical technician because this will be an easily diagnosed and repaired problem.

Are you speaking of the window that is located on the roof in the rear of the car? or the Window located in the upper half of the rear door/hatch.If you are talking about the roof then take it back to the person who fixed it as this is supposed to open but only from the inside.If you are speaking of the one on the rear door this one never did open and there is no way it can. The rear clam shell door had an upper and lower half but the glass was never designed to open independently from the frame of the Element.Hope this helps
