Default why did my 1990 civic fail e-test?

40KM/h results HC ppm L-75 R-13 =pass CO% L-0.42 R- 0.00 =pass NO ppm L-864 R-848 =pass RPM=2927 valid dilution 14.50 validCURB IDLE results HC ppm L-200 R-241 Fail CO% L- 1 R-1.99 Fail RPM 812 vaild dilution 12.23 validChanged oil , plugs , cap,rotor, airfilter. filled it up run cleaner threw it . Then i run it for a few days let go to empty filled up again . run some more then took it in to get tested made sure it was up to temp before i took it in.

Well, it's kind of an old car... what about the converter? Did you check that at all? Other than that, I recommend just having a diagnostic service performed by the smog tech. That will save you time and money and you will know exactly what needs to be done to pass.
