Default 83' 4dr Honda Accord Power Steering Rack

It's leaking fluid out the air transfer hose, so I was told that the rack is going bad. I replaced the hose, but it just popped off the other end and still leaking.
I was quoted around $650 for parts and labor..wow!

Is a Power Steering Rack something that can be bought and replaced by a layman? It seems that it should just unbolt and a new one can be bolted back in
Is there any site that gives any type of directions?
What the better reconditioned brand to buy between A1Cardone, Maval, or CVU?
