The only way to reprogram your ECU is to have the software to do so, and unless you have an extra $6,000-$10,000 to do it. It requires the correct plug for your car, that goes into your ECU, a laptop or computer, and knowledge of what to change, and how much to change. If you don't know about all the little technical nuiances of your motor and where you want to go you could easily loose 50 HP and not be able to fix it or worse you could seriously overtune your car and watch a pretty explosion under your hood. It would be cheaper to take it to a shop. As far as "chipping" your ECU you can do that, as long as you have basic tool and mechanical knowledge. However that route is limited as to the upgrades to make it beneficial. And if you decide to go with something like a greddy E-manage you would still need to have someone adjust the settings inside of this unit as well. An ECU is a pretty expensive fix if you fry it so be careful

There is no way to "reprogram" your ECU what are you trying to do... We need more info!!! Do you have an engine light on? Are you having a problem with the ECU?
