I will assume you are referring to a stock USDM [United States Domestic Market] Honda Civic with a VTEC engine. The fastest stock USDM Honda Civic model is the 2006 Civic Si (coupe), with a curb weight of 2900lbs. A stock Civic Si (coupe) is good for a 15 second quarter mile @95m.p.h.

First of all, the 06 and newer Si's are like almost a 14 second flat car.... those 15 second quotes are from idiot magazines like car and driver where they average 3 1/4 mile runs, the first being the drivers first of the day and publish the mean number. I've seen those Si's approaching 14.2 and 14.1 in less the ideal temperatures before with just aftermarket tires and OEM everything else, so alot has to do with how good of a holeshot the driver gets. The guy that runs a 16.5 < in a new Si is either a) launching at redline b) launching at idle or c) just a crappy FWD drag racer.
